Transport Planning for New Development Areas
People-oriented streets and cycle networks, from day one.
New development areas — above all the Northern Metropolis — are pivotal to Hong Kong's future, and deserve the best efforts of the Government and the wider community to get their planning right and create people-oriented, liveable neighbourhoods. We especially hope the Government will bring fresh thinking to the design of streets and cycle networks in the Northern Metropolis, creating the conditions for active travel to become the norm.
Over the past two years we have made seven submissions on street design, cycle networks and development planning across the Northern Metropolis's new development areas — through public consultations, outline development plans and road gazettal procedures — setting out our views to the Government and its consultants.
Multi-modal Highway Infrastructure
New highways shouldn't be built for cars alone. We have proposed a cycle track alongside the Tin Shui Wai section of the Northern Metropolis Highway — opening a commuting corridor between Tin Shui Wai, northern Yuen Long and the Northern Metropolis, so one project serves several ways of travelling.
Connected Cycle Networks & Crossings
Cycle tracks in new development areas should form a continuous network without dead ends, connecting to neighbouring communities and other development areas — with enough space reserved at road junctions for cycle-friendly crossings that riders don't have to dismount at.
Quality Street Design
Planning new towns from scratch is the chance to adopt people-oriented design standards from day one — narrower traffic lanes, lower design speeds, generous footpaths and street trees — making them a testing ground for rolling out quality street design more widely.
